Born in 1954 in Warsaw, he studied composition with Włodzimierz Kotoński and double bass with Alfred Wieczorek and Andrzej Mysiński at the Warsaw Academy of Music. In 1986, he was awarded the Witold Lutosławski scholarship, which enabled him to continue his composition studies with Isang Yun in West Berlin and Klaus Huber in Freiburg im Breisgau between 1986 and 1987. As a double bassist, he has given concerts in many European countries, as well as in Asia and the United States, performing a contemporary solo repertoire. He is also active in the field of improvised music, playing with the ensembles Kawalerowie Błotni and Laterna. In 1995, his Historia bardzo prawdziwa (A Very True Story), a tape composition, won second prize (the first prize was not awarded) at the EAR radio competition in Budapest, and in 1999, his Koncert à rebours (Concerto à rebours) for violin and orchestra received a recommendation from the UNESCO International Rostrum of Composers in Paris.

Tadeusz Wielecki is also involved in promoting contemporary music and arts education: on Polish Radio, he presented his own programmes for children and young people, Coś z niczego, Dźwiękowdzięki and Przeboje muzyki współczesnej. He has collaborated with the Children’s Art Centre in Poznań and the Association for Culture and Education in Warsaw. He chaired the Artistic Committee of the „World Music Days” festival organised by the International Society for Contemporary Music, which took place in Warsaw in 1992. In 2004, he was invited to lecture at the International Summer Courses for New Music in Darmstadt. He has composed works commissioned by these courses, as well as by the Warsaw Autumn Festival, the Poznań Philharmonic, Polish Radio and the Polish Radio Symphony Orchestra, the Klangspuren Festival in Schwaz (Austria), the Ad Libitum Festival in Warsaw, the Hiroshima Symphony Orchestra, Klangforum Wien, the New Music Orchestra in Katowice, the Szymanowski Society, the Forbidden City Chamber Orchestra in Beijing, the Plural Ensemble in Madrid, the Dutch „orkest de ereprijs”, as well as for the ensemble intercontemporain, the Music Workshop, the Silesian Quartet, Kwartludium, the TwoGether Duo, the Polish Radio Orchestra, the Polish National Radio Symphony Orchestra in Katowice and other ensembles and institutions.
